Can you tell me if it is possible to complete the PPL (45Hrs) and answer the Frozen ATPL papers? without the CPL.

How long is the Frozen ATPL valid as in after writing the papers how long do I get to clock the 1500 hrs and unfreeze the License.

Yes, you don't necessarily need the CPL on the way to ATPL.
Get PPL, pass the ATPL theory exams, build up to 200hr flight time and you'll have the fATPL. Here after passed written exams you have 7 years time frame to build required 200hrs.

With Frozen ATP license you can build 1500hrs without any time limitations.
